ABOUT US:
The City is working with multi-disciplinary firm Miller Legg to conduct the Weston Parks and Recreation Master Plan. Miller Legg has assembled a team of experts consisting of sub-consultant firms BerryDunn and RRC Associates that will work with City staff to understand the community’s needs and create recommendations that will help support the City’s mission and vision.
Parks & Recreation Master Planning Process Timeline
Kick-off meeting with City staff to determine the goals to be achieved in the parks and recreation planning process, as well as specific tangible products or outcomes to be produced as part of the Parks and Recreation Master Plan (PRMP)
Gather relevant data from City Park inventories, including existing recreation programs, demand studies for new programs, current recreation facility operations, and proposed parks facilities/programs general conditions of the City’s existing park facilities and recreation lands. Part of this phase includes interview meetings with the Mayor, Commissioners, Weston Sports Alliance, Arts Council, and YMCA.
Analysis of current parks and recreational standards like Weston’s Comprehensive Plan, State Comprehensive Outdoor Recreation Plan (SCORP), National Recreation and Park Association (NRPA), etc. to benchmark the City against these standards with current/projected demographics.
Statistically valid survey that will request public input on the existing and desired park facilities and recreation programs. The survey will be distributed by mail and/or web access to participants. The survey will be conducted through a mailout 4,000 postcards with an online link/password (for immediate participation) respondent sample.
Approximately two weeks after the random survey is in the field, the open link online survey would open to anyone who did not receive the random survey in the mail, and/or residents who live outside of Weston in adjacent communities but may be current users of Weston facilities and programs.
Public workshop to aid in determining recreation needs and desires of the community.
Parks and Recreation Department staff workshop to gain day-to-day insights from the staff regarding operational, maintenance, and needs for the Study area.
Draft recreation program which will integrate the results of all of the previous planning phases, recreation standards used in the Recreation Element of the City's Comprehensive Plan, and other applicable recreation standards. Communitywide recreational program elements determined during workshops, and responses to the PRMP survey.
Review of existing recreation sites along with future expansion opportunities to accommodate program needs as identified during public workshop/survey. Facility-sharing opportunities will also be addressed with Broward County School District, South Florida Water Management District, YMCA, and other public/private entities. Depiction of Site location needs for recreational facilities over 5- and 10-year periods.
Once the recreation program and location analysis work has been completed. The Draft Master Plan is prepared with the following components:
- Recreation Facilities Programming and Mapping - A citywide recreation facilities program and corresponding facility location map. These documents show the distribution of specific recreation program elements categorized by type/intensity, activity level, spatial requirements, and census data, as identified in the needs assessment work described above.
- Facilities Phasing Map – A Recreation Facilities map showing implementation phases for 5- and 10-year periods.
- Cost Schedules – Preliminary opinions of probable costs for proposed recreational capital improvements for each of the implementation phases shown on the Facilities Phasing Map.
- Draft ADA Transitional Plan – A Draft ADA Transitional Plan which phases the removal of barriers at existing recreation facilities, parks, and amenities based on the evaluation of facilities for compliance against ADA regulations.
Second Public workshop where the following is presented: results of work performed to this point, share public comments received, and present the Draft Master Plan.
Amendment to the Draft Master Plan to incorporate public commentary. The work in this phase includes organizing and documenting results of the Workshop #2. A final version of all documents including the following:
- Parks and Recreation Strategic Plan – 10-year Strategic Plan for the implementation of the proposed Master Plan improvements including a matrix of the phased budgeted expenditure.
- Recreation Trends Analysis – Recreation Trends Analysis identifies the unique qualities, geography, demographics, and trends specific to Weston and supports the Parks and Recreation Department's goals and objectives.
- Recreation Programming Plan – A 3–5-year Recreation Programming Plan that provides strategies for developing recreation programs, classes, and services to serve the community, whether provided in-house or through partnership through an implementation plan and prioritization.
- Final ADA Transitional Plan – A Final ADA Transitional Plan based on City commentary.
